Can anyone else see in the state of Arkansas that it's evident that the engineers in this state ARE NOT competent  enough to design the drainage system in this state!! Too many homes and streets are flooding in this state! Anytime PEOPLE are being KILLED because of improper drainage their is a major problem. PLEASE, stop paying these incompetent engineers in the state of ARKANSAS because there is something seriously wrong with the designing of the streets and highways! GOVERNOR of ARKANSAS, I'm crying out for you to please hear my cry! I live on carousel court where the homes are constantly flooding. Can anybody in this city stop these incompetent people because people are being KILLED!!  MONEY is constantly being giving to the state of ARKANSAS for grants stop paying these people to do jobs that it's evident they don't have the knowledge to do. Do I need to give examples like I-30 becomes a river,Cabot, Ark. highways need a ship......... need I say more? People are being killed because of the major drainaged problems in ARKANSAS this need to stop!

When you have the wettest year in 100 years and roads/houses built in floodplains no amount of engineering is going to solve the drainage issues.  This is more a problem with zoning laws allowing structures to be build in floodplains.  It doesn't help when people choose to drive their vehicles into deep and swift water.

Yellowk9, What's your comment when it's define by the state of Arkansas that you're NOT in a flood zoning area and you can't get the insurance for flooding? As far as people driving in the water intentional................that's plain STUPID for you to make such a comment! What if it had been your wife, mother or child? It was raining so hard that night you couldn't see anything. I worked that particular night so, what's your reasoning? Don't make ignorant comments because you can! Read any article from other states about Arkansas they always expect us to make dum backwood statements. Did you just prove them right?
