There are homes being built right now in places that they dont need to be built. Cabot Arkansas has built some homes on property that I know floods. The Boweling Center is built in a bad area as well as the homes the surround it.  They tired to haul in dirt but, there is noway anyone should buy a home built on these sites. You are asking for foundation problmes as the lands settles back into the hole they are built in.  Arkansas needs to wake and stop letting swamp lands become neighborhoods.

sounds like socialism to me, and saline county is republican land, they dont want a hand out. they should pull their houses out of the floodwaters by their bootstraps...
